The Labour Court recommended that South Tipperary County Council and Unite Technical, Engineering and Electrical Union engage to resolve reporting relationships changed during a water services restructuring. The recommendation was signed on 13 November 2012. Unite claimed the Council breached a 2003 agreement to consider supervisory positions from existing water and sewerage caretakers, and objected when the Council appointed someone from outside that group. The Court accepted the Council's right to restructure but said the expanded duties and changed reporting relationships had not been agreed. It was not in a position to progress the union's claim at that time and recommended that the parties engage to resolve the reporting relationships.
