The Labour Court rejected a claim for promotion from Works Clerk to Stores Foreman, although it found merit in the claim. In a recommendation signed on 21 March 2012, the Court said the public service agreement and promotion moratorium prevented the Office of Public Works from granting the upgrade at that time. The Services Industrial Professional Technical Union said the worker had been promised promotion and was already doing the higher-grade duties. The OPW cited restrictions on promotions and cost-increasing claims.
