The recommendation was signed on 7 October 2011. The Services Industrial Professional Technical Union sought recognition of previous service after breaks between contracts. Astellas Ireland said returning former temporary workers were new employees and had to complete a six-month waiting period for benefits. The Court also recommended discussions about future temporary-contract arrangements under clause 10.3 of the Social Partnership Agreement.
