The Labour Court recommended that the Services Industrial Professional Technical Union and the Irish Municipal, Public and Civil Trade Union accept Dublin City Council's offer of 24 hours' Christmas leave in full settlement of a dispute involving 28 hostel workers. The recommendation was signed on 10 August 2011. The unions sought 36 hours after the workers' shifts changed from eight to 12 hours. The Council said hostel staff should receive the same 24 hours as other general operatives. The Court said leave entitlements had been converted to hours when shifts changed, and that increasing Christmas leave to 36 hours would improve terms beyond that conversion arrangement.
