The Labour Court recommended that the Health Service Executive and the Irish Municipal, Public and Civil Trade Union use existing terms and conditions as the basis for resolving outstanding issues in the transfer of Community Welfare Service staff to the Department of Social Protection. It also recommended regularising all transferring staff in acting positions from the transfer date, while saying optional transfer and an exit package were not viable at that time. The recommendation was signed on 15 July 2011.
