The Labour Court recommended that Trinity College Dublin ask the Higher Education Authority to reconsider its position on salary progression for library staff. The recommendation was signed on 13 July 2011. SIPTU and IFUT said staff should move to a higher pay scale once they reached the maximum point of their existing scales. Trinity College Dublin said progression depended on standards assessed by a review committee and amounted to promotion, which was restricted by the moratorium. The Court found the progression had effectively been automatic and universal within the grades, and that the higher scale extended the standard scale rather than constituting promotion.
