The Labour Court said it could not process Siobhan Cullinane's claim for retrospective Senior Staff Nurse pay because the Public Service Agreement 2010–2014 precluded recommending concession of a cost-increasing claim. The recommendation was signed on 30 May 2011. Cullinane, represented by INMO, sought the salary scale backdated to November 2006, when she said she had completed 20 years of recognised service. HSE South said she qualified from 5 November 2008 under the agreed eligibility criteria and also argued the claim was barred by the agreement.
