The Labour Court recommended that Monaghan County Council restore its flexitime agreement with full retrospection after finding the unilateral reduction did not comply with the agreement or the national agreement then in place. The Irish Municipal, Public and Civil Trade Union said the Council had cut annual flexitime accrual from 12 days to six without consultation. The Council said the changes were needed to maintain services and had been made before the Public Service Agreement 2010–2014. The Court also recommended that any adjustments to the scheme be addressed through standardisation discussions under the Public Service Agreement. The recommendation was signed on 3 May 2011.
