The Labour Court did not recommend conceding the Irish Municipal, Public and Civil Trade Union’s claim over Dun Laoghaire / Rathdown County Council’s Shorter Working Year Scheme. The recommendation was signed on 12 April 2011. The council proposed that staff use 20% annual leave and 80% scheme time when taking leave under the scheme. The union argued staff should not have to use annual leave and could be disadvantaged when they needed it at other times. The council said the arrangement helped manage staffing and annual leave balances.
