The Labour Court recommended that Cork University Maternity Hospital, represented by HSE South, continue monitoring staffing and that the parties discuss converting agency staff to direct employees. The recommendation was signed on 11 March 2011. The INMO said staffing fell short of the Foundation Agreement and the Washbrook report’s recommended level of 409 whole-time-equivalent midwives and nurses. HSE South said staffing was sufficient, with 380.37 whole-time-equivalent midwives and nurses and agency support as needed. The Court said the Public Service Agreement and public-sector recruitment moratorium prevented it from recommending the staffing claim.
