The Labour Court recommended that An Post concede a 2% increase in the productivity allowance sought by the Public Service Executive Union. The recommendation was dated 23 February 2009. The increase was to be in return for a 2% increase in working hours, alternative productivity measures, or a combination of both, and would apply from the date the agreed measures were implemented. The union said its members had contributed to An Post’s recovery and that most staff already received the higher allowance. An Post said the claim was precluded under Towards 2016 and would require substantial cost offsets.
