The Labour Court recommended that the Department Of Health & Children and Irish Municipal, Public And Civil Trade Union extend red-circling protection to claimants who had begun but not completed the Diploma in Child Care when Circular 39/2001 applied, provided they later obtained the diploma. The recommendation was signed on 27 June 2008. The Court recommended that eligible claimants retain the arrangement once if they changed jobs and limited eligibility for temporary staff. It did not recommend extending the arrangement to staff with other qualifications, and called for renewed talks on community child care workers.
