The Labour Court recommended that HSE West regularise 10 long-term acting Community Welfare Officer posts in its Limerick, Clare and North Tipperary area. The recommendation was signed on 8 January 2008. The Irish Municipal, Public And Civil Trade Union had sought regularisation for 16 officers. HSE West said staffing limits prevented it from regularising all the posts. The union rejected a conciliation proposal covering eight posts; the Court recommended five designated posts and five to be filled by confined competition instead. The Court recommended keeping the resulting panel for two years, including after the service’s planned transfer to the Department of Social and Family Affairs, and establishing a transparent mechanism to regularise future posts.
