In 2007, the Labour Court recommended that An Post and the Association Of Higher Civil And Public Servants resume negotiations over an allowance sought for surplus managers after restructuring. The Court said the allowance was in the nature of pay and its discontinuance had not been discussed or anticipated in negotiations. It recommended talks for no more than four weeks, with the dispute to return to the Court for a definitive recommendation if no agreement was reached. The recommendation was dated 24 January 2007.
