The Labour Court found that Fas had not followed consultation procedures over changes to management at Jervis Street Training Centre. It recommended that Fas and the Services Industrial Professional Technical Union hold urgent discussions, to be completed by the end of October 2006. The recommendation was dated 9 October 2006. The union said Fas had not honoured a 1997 agreement after the Grade 6 manager retired and was not replaced. Fas assigned a Grade 6 manager based in Cabra responsibility for both centres. The union also raised an unpaid acting-up allowance. The Court said a meeting on 11 November 2005 did not give enough time to study, consult and negotiate. It noted that the union accepted a permanent manager might not be necessary, but the parties had not agreed to designate Jervis Street as a satellite centre.
