In 2006, the Labour Court recommended that HSE Dublin North East honour its agreement on measuring Community Welfare Officers’ workloads unless it was renegotiated with the relevant trade unions. The recommendation was dated 15 May 2006. The 2002 agreement involved the Services Industrial Professional Technical Union and the Irish Municipal, Public and Civil Trade Union. The unions sought its implementation; HSE Dublin North East said staffing ceilings prevented it from meeting the agreement. The Court said changed circumstances did not release either party from its commitments.
