The Labour Court recommended that the Tipperary Joint Library Committee fill four Library Assistant Level Grade III posts under its 2002 agreement with the Irish Municipal, Public And Civil Trade Union. It said the recommendation should be implemented alongside the library service restructuring and, in any event, by the end of February 2006. The recommendation was signed on 18 November 2005. The Committee accepted that the agreement had not been implemented, citing financial constraints and service priorities. The union said the delays had increased pressure on staff and led to temporary library closures. The Court recommended implementing the agreement in full, with the four posts filled as part of the restructuring process. It set the February 2006 deadline in light of the long delay.
