In 2004, the Labour Court recommended that An Post provide full information on a proposed Level III management structure and pause recruitment while negotiations resumed with the Association Of Higher Civil And Public Servants. The dispute concerned An Post’s recovery plan and changes to staff terms. The Court recommended that the union agree in principle to a new Level III structure and a 30% reduction in numbers, with talks on a collective agreement and selection for the posts to resume at conciliation. Unresolved issues could return to the Court for final adjudication. The recommendation was dated 2 July 2004.
