In 2003, the Labour Court recommended revising the basic rate for Bus Eireann tour bus drivers by applying national pay awards to the originally agreed lower rate and taking account of the 17% increase agreed in May 2001. The recommendation was dated 28 October 2003. The National Bus & Rail Union and the Services Industrial Professional Technical Union sought to restore the original payment method for tour bus drivers and increase the number of coaches allocated to tour work. Bus Eireann cited losses, cost controls and competition for tour business. The Court said coach allocation was a commercial and operational decision for management and was not a matter for its recommendation.
