The Labour Court recommended that the settlement reached for Central Services Managers be applied immediately to librarians at the Institutes of Technology, with pay based on the Civil Service Assistant Principal Officer higher grade. The recommendation, dated 9 July 2003, rejected a proposed link to the Senior Lecturer Grade 3 scale. The Irish Municipal, Public And Civil Trade Union sought an improved pay scale for librarians at 13 Institutes of Technology. It argued that their qualifications matched those of university librarians and that their role had expanded. The Department Of Education And Science And Institutes Of Technology said librarians were not academic staff and warned that conceding the claim could have wider repercussions. The Court also recommended that the parties discuss retrospective payments. The recommendation settled the claim, including outstanding Programme for Competitiveness and Work payments.
