The Labour Court recommended that Roscommon County Council make a group donation to six supervisors who sought payment for overseeing Job Initiative scheme participants. It did not recommend individual payments. The recommendation was signed on 23 June 2003. The Services Industrial Professional Technical Union said the council had committed to compensating the supervisors for 36 weeks of work. The council disputed that, saying the work was part of their normal duties. The Court said the council had gained financially by delaying proper upgrading structures until December 2000, and recommended a donation for the supervisors to use as a group.
