In 2003, the Labour Court recommended that Rte and Rte Managers Association first establish whether their dispute over implementation of the Transformation Agreement could go to the Industrial Relations Tribunal. The association said the agreement had not been fully implemented, while the company rejected the claim and argued that the internal tribunal should handle the dispute. The recommendation, signed on 7 April 2003, said that if the internal route was unavailable, the parties should refer the dispute to the Labour Relations Commission for conciliation. If conciliation failed, the matter could then return to the Court.
