In 2003, the Labour Court recommended appropriate severance arrangements for two former temporary clerical officers at Leitrim County Council. The recommendation, signed on 25 March 2003, rejected the Irish Municipal, Public And Civil Trade Union’s request for a conversion competition to permanent posts. The union said the employees had more than five years and eight months of continuous service. The Council said their contracts were not renewed because it had filled its clerical officer complement, and that future vacancies would be filled through interview panels. The Court said management had not acted reasonably by terminating the contracts while the matter remained in procedures. It did not recommend permanent positions, saying a conversion competition would give the claimants preferential treatment over those on the Council’s panels. It recommended severance because management said the contracts ended for redundancy reasons.
