The Labour Court recommended that the Office Of Public Works apply a conceded overtime-rate change retrospectively to 1996, the year the Services Industrial Professional Technical Union made its claim. It also recommended that the parties discuss a formula for calculating the arrears. The Court did not recommend the union’s claim for time off to cash pay cheques. It cited the contracts, which said staff would not be allowed time off during working hours for that purpose, and the understanding on which employees took up their posts. The recommendation was signed on 24 March 2003.
