The Labour Court did not recommend a pay increase for seven general operatives employed by Facilities Management at the Guinness site, in a recommendation signed on 6 March 2003. The Services Industrial Professional Technical Union sought an increase from €7.47 to €9.70 an hour, citing the workers' varied duties and responsibilities. Facilities Management said the work was largely unskilled and the contract did not allow it to pass on higher labour costs. The Court said the Programme for Prosperity and Fairness prevented it from recommending a cost increase in basic earnings.
