In 2002, the Labour Court recommended changes to hours, pay and rosters for Iarnrod Eireann signal operatives and gangers after talks on a wider change programme stalled. The recommendation, dated 19 July 2002, named the Services Industrial Professional Technical Union and National Bus & Rail Union as union parties. The Court recommended phased hour limits before a composite 44-hour week from 1 May 2003, basic-pay increases, a five-over-six roster for current workers and a five-over-seven arrangement for new entrants from 1 August 2002. It also recommended a €211.61 night-work supplement for five nights, pro rata for fewer nights, and a minimum four-hour emergency callout arrangement. The unions sought compensation for workers who lost earnings; the company cited safety and budget concerns for reducing hours.
