The Labour Court recommended that Bord Na Mona introduce Sunday operation of the double-rake transport system at Blackwater Works, seeking volunteers first and allowing the company to roster workers if too few volunteered. The recommendation, dated 16 April 2002, followed a dispute with the Services Industrial Professional Technical Union over how their agreement applied. The Court said the agreement envisaged Sunday operation, despite wording that could support more than one interpretation. It also recommended reviewing the transport system in light of requirements from two new generating stations.
