In 2001, the Labour Court recommended that Western Development Commission staff receive the proposed grading on a red-circle basis, while the bonus claim should await management deliberations. The Irish Municipal, Public And Civil Trade Union said staff had joined on fixed salaries expecting a review, and that two investment executives risked losing £5,000 a year each if the proposed grading was not implemented. The Commission said it could not secure Department of Finance funding. The Court said staff could reasonably have expected the review recommendations to be accepted and that no satisfactory reasons had been given for refusing the grading. The recommendation was dated 15 June 2001.
