The Labour Court recommended that Kilkenny County Council and the Services Industrial Professional Technical Union hold further discussions on employment practices for temporary and seasonal staff. The recommendation, dated 20 October 2000, called for the talks to be completed by the end of December, taking account of the workers’ employment periods. The union sought seniority-based hiring and release arrangements and the possibility of temporary staff progressing to permanent roles. The council said it needed to select people on suitability. The Court said the existing practice did not comply with the agreed 1986 Code of Practice on Security of Employment for Employee Grades in Local Authorities.
