In 2000, the Labour Court recommended that Bord Na Mona's double-rake peat transport system at Blackwater works proceed with conditions. The Services Industrial Professional Technical Union had sought compensation and assurances over the proposed changes. The Court recommended agreement before formal changes to starting times, an adequate wagon supply, a return to 28 permanent operatives before phasing in and two years of shift-rate retention. It did not recommend a one-off lump sum.
