In 1999, the Labour Court did not recommend conceding the National Bus And Rail Union's claim for the full waiting-time and spreadover allowance for a Bus Eireann driver. The recommendation was signed on 9 November 1999. The Court found the driver was receiving the allowance rate applicable to employees whose employment began after 15 April 1992. The union had argued that his contract and its interpretation of an earlier recommendation entitled him to the full allowance.
