The Labour Court recommended that Dunnes Stores and Mandate discuss the effects on staff of extending Thursday and Friday trading at the Blanchardstown store until 10pm. The recommendation was signed on 28 September 1999. Mandate raised concerns about roster changes, late-night safety and transport for workers finishing at 10pm. Dunnes Stores said trading hours were an operational matter and declined the hearing invitation. The Court said management’s right to set trading hours was not disputed and recommended discussion without prejudice to either side’s position on a 1996 agreement.
