The Labour Court recommended that Health Service Employers' Agency, PSYCHIATRIC NURSES' ASSOCIATION and SERVICES INDUSTRIAL PROFESSIONAL TECHNICAL UNION begin discussions on management's proposals for a framework for 50 control and restraint instructors. The recommendation was signed on 24 September 1999. The unions sought an enhanced remuneration package, citing the instructors' responsibilities, training, lost access to premium earnings and risks involved. The Court said management's proposal had addressed the loss-of-earnings issue and recommended that discussions finish by December 1999, with any agreement implemented by 1 January 2000.
