The Labour Court recommended that Teagasc and Manufacturing, Science, Finance resume negotiations on promotion opportunities for about 125 research staff. The recommendation was dated 16 September 1999. The union sought immediate promotions for 12 staff, saying promotions had largely stopped after 1986 and the lack of advancement affected morale. Teagasc said progress had been made towards agreeing a staff establishment and that research-grade vacancies would be discussed in a January 2000 review. The Court recommended negotiations on promotions on a cost-neutral basis that would not adversely affect Teagasc’s staffing structure.
