In 1999, the Labour Court clarified parts of an earlier recommendation in a dispute between Tech Industries Ireland Limited and the Services Industrial Professional Technical Union. It found that red-circling of machine money applied to pay, not additional allowances, and did not recommend conceding the union's claim. The recommendation was dated 1 July 1999. The Court found that earnings losses after a shift reduction were due to a business downturn and would have occurred even if the machine cap had remained. It was concerned that workers had not been given enough time to understand the figures. A separate claim for technician-rate pay was new and should be processed in the normal way.
