In 1999, the Labour Court recommended changes to incremental progression for temporary nurses employed by the Voluntary Hospitals & Health Boards after a claim by the Irish Nurses' Organisation. The recommendation extended the progression ceiling and said genuine nursing experience worldwide should count. It also removed the requirement for two years' equivalent full-time service in a three-year period as a prerequisite, while leaving the parties to discuss acceptable eligibility criteria. Qualifying existing temporary nurses could progress to point 8 in 1999, with later points available as the scale advanced.
