In 1998, the Labour Court recommended that the Services Industrial Professional Technical Union and the Automobile, General Engineering and Mechanical Operatives Union address workers' earnings concerns through Roadstone's monitoring committee. The recommendation was dated 22 July 1998. The dispute concerned a two-year transition in working hours in 1998 and 1999. The unions sought earnings protection, saying overtime could make up as much as 42% of annual salary. Roadstone said employees would not lose earnings during the transition and that the committee could address implementation problems. The Court said it could not recommend the earnings-protection claim and recommended that the unions' problems be addressed through the committee. Unresolved issues could later be referred back to the Court.
