In 1997, the Labour Court recommended that an assessment be made of the pay scales for registrars and secretary/financial controllers at Regional Technical Colleges. The Services Industrial Professional Technical Union sought a pay structure for 18 members in line with directors' salaries. The claim dated back to 1 January 1993 and covered nine registrars and nine secretary/financial controllers. The union proposed that the grades be paid at 90% of directors' salaries and above the highest senior lecturer 2 scale. Their existing seven-point scale ran from £35,856 to £44,144, while directors' one-point scales were £61,862 or £54,799 depending on college size. The Department of Education said the claim could be processed under the Programme for Competitiveness and Work, which limited increases to 3%. The Court recommended that the examiners who produced the Institute of Public Administration report assess whether its salary recommendation remained appropriate to the roles and responsibilities of the post holders. The decision was dated 31 July 1997.
