In 1996, the Labour Court recommended that the Services Industrial Professional Technical Union agree to temporary staff to clear an apprenticeship training backlog and co-operate with monitoring assignments. It also recommended that Foras Aiseanna Saothair (Fas) immediately reopen PCW restructuring talks, aiming to conclude them within three months. The recommendation was signed on 9 October 1996. FAS said additional instructors were needed to run Phase 2 classes for apprentices awaiting training. The union argued the changes could not be introduced piecemeal during restructuring negotiations.
