The Labour Court recommended that Cert discontinue its practice of employing workers on 11-month contracts after a dispute with the Services Industrial Professional Technical Union. The recommendation was signed on 15 August 1996. The union objected to the contracts and sought an agreed policy for permanent and contract staffing. Cert said it had approval for only 91 permanent posts and was reviewing its staffing needs. The Court said resolving the organisation’s difficulties required full disclosure of information and greater use of participative procedures.
