In 1995, the Labour Court recommended that Dublin Corporation implement a paid sick leave scheme for 39 part-time cleaners from 1 January 1996 if ongoing negotiations had not included one. The recommendation was signed on 25 September 1995.
The Irish Municipal, Public and Civil Trade Union (IMPACT) and the Services Industrial Professional Technical Union (SIPTU) sought the cleaners' inclusion in a scheme covering other non-officer grades. They said the Corporation had indicated support for inclusion and argued the delay was unjustified. The Corporation said it wanted to settle the matter alongside workforce restructuring and a review of sick pay schemes.
The Court noted negotiations were expected to conclude by the end of October 1995 and include a scheme. It recommended that implementation and scheme details be finalised before 1 January 1996.
