In 1995, the Labour Court recommended a grade 1 review as part of Plan 2000 discussions involving Arthur Guinness Sons and Company Ltd and the Technical Engineering and Electrical Union and Amalgamated Engineering and Electrical Union. The recommendation was signed on 3 August 1995. The Court said the unions' claim was legitimate but not suitable for concession within the C.C.P. and recommended accepting the company's offer while addressing the issue in Plan 2000 discussions. It called for a jointly agreed third-party review covering all grade 1 employees.
