In 1994, the Labour Court recommended that Mount Herbert Limited and the Services Industrial Professional Technical Union accept proposals covering pay and conditions for 13 workers. The recommendation was signed on 24 March 1994. The proposals had been accepted by the union but rejected by the company. The Court said hotel pay rates were not a valid comparison because the establishment was not a hotel. It recommended items 1–16 take effect on 1 September 1994, except clause 8, which would take effect on 1 October. Items 18–21 were left for further negotiation.
