In 1993, the Labour Court recommended that Hartman Ireland Limited and the Services Industrial Professional Technical Union negotiate over local bargaining under the Programme for Economic and Social Progress. The recommendation was dated 24 June. The union sought implementation of the programme's 3% local bargaining clause. Hartman proposed productivity measures before conceding the claim, but workers rejected those proposals in a ballot. The Court recommended negotiations on the company's agenda, with the parties to seek agreement within two weeks. If they did not, the Court would review the talks and issue a further recommendation.
