The Labour Court recommended staged pay increases, a shorter working week and compensation for qualifying overtime losses as Dublin Bus planned a Quality Corridor in Cabra, Castleknock and Blanchardstown. The recommendation was signed on 17 June 1993.

The dispute was part of a phased review covering nine sectors. The Services Industrial Professional Technical Union and National Bus and Rail Union sought, among other terms, a one-hour reduction in the working week, revised rest-day payments, more compensation for affected workers and spouse bus passes. Dublin Bus argued that existing agreements covered its schedules and that concessions would add costs.

The Court said full implementation would bring major changes to flexibility, route transfers, route identity and workloads. If the parties agreed to implement the full network review, it recommended a 1.5% pay adjustment at the third sector review and the remaining 1.5% six months later. It also recommended a one-hour reduction once all nine sectors were operating, compensation equal to twice each worker’s qualifying overtime from the 1992 holiday year, and the reintroduction of voluntary severance for older workers during implementation.

The Court did not recommend changing rest-day payments or compensation for directly affected workers, or granting spouse bus passes. It also amended the earlier timetable to allow one month from 18 June to address the outstanding minibus issue.
