In 1993, the Labour Court recommended that the Irish Print Union and Dublin Printing Group Of Unions agree a menu of concessions that individual employers could choose from to meet the terms of a proposed 3% increase under the Programme for Economic and Social Progress. The recommendation was signed on 21 June. The group sought an industry-wide increase, while the federation argued that negotiations should take place locally because employers had different requirements. The Court said the menu was the only possible way to meet the programme’s terms and extend its benefits across the industry. It also said the resulting adjustment should not be called a “stab rate”.
