In 1992, the Labour Court recommended that a Central Fisheries Board worker be graded Higher Executive Officer from 5 July 1989. The worker had sought promotion to Assistant Principal Officer, citing increased duties and responsibilities. The Services Industrial Professional Technical Union represented him. An Institute of Public Administration assessment had recommended Higher Executive Officer grading, but the Board did not implement it after the Department of Marine said the case for upgrading was insufficiently justified. The Labour Court signed its recommendation on 14 August 1992.
