In 1991, the Labour Court recommended that the Central Fisheries Board accept an adjustment to its unsocial-hours allowance was appropriate and negotiate with Services Industrial Professional Technical Union to determine the increase. The Court said the union had established a case for an increase but could not quantify it. The union sought an increase for fishery officers, assistant inspectors and inspectors, citing staff reductions and the 39-hour week. The Court said negotiations should consider salary increases, staff reductions and the shorter working week, and conclude by the end of February 1992. The recommendation was signed on 28 November 1991.
