In 1991, the Labour Court recommended a £4 weekly payment for rail operatives from 1 January, continuing until 30 June 1992. The recommendation followed a dispute between IRISH RAIL, RAIL OPERATIVE TRADE UNION GROUP and IRISH CONGRESS OF TRADE UNIONS (I.C.T.U.). The unions said remaining staff had taken on additional work with little compensation. Irish Rail cited financial constraints. The Court recommended negotiations on work changes and rates for affected categories, funded from net savings.
