In 1990, the Labour Court recommended that qualifying workers at Government Buildings accept six months' compensation for overtime lost after the Office Of Public Works converted the heating system from solid fuel to natural gas. The recommendation was signed on 31 January 1990. The Services Industrial Professional Technical Union sought compensation for eight general operatives. Management said the overtime was intermittent and voluntary and that most workers' earnings had improved after the conversion. The Court also regarded the overtime as intermittent rather than regular.
